Sheffield Wednesday Confronts Serious Challenges, Declares Football Regulator

'We will play a key role in football's future' - football oversight chief the new chairman

Sheffield Wednesday's persistent issues constitute a "major concern" and the football regulator is looking to gain the ability to examine team situations in similar circumstances, the newly appointed chairman the official has stated.

Through a comprehensive talk, the chairman, who was recently selected, showed understanding towards the club's followers.

The regulator engaged with four supporters' associations associated with the Championship side this week.

The football club have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on five separate occasions, including in last month.

"Obviously the club has become a major concern for the league and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the great brands for English football and recently we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in spring months caused limitations by the English Football League (EFL) in June, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although that restriction was lifted in August.

Regulator's Perspective

The regulator explained: "Our role exists to serve the Owls followers, Bury or any football club where supporters are loyal to a local institution that has represented their community in numerous instances.

"I completely understand the team's plight, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an chairman to relinquish a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The final option we would consider is start getting involved with an specific team, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the regulator explained.

"However, realistically, when you review the record of the game, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the way which they've been managing their teams and eventually refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with delegates from multiple organizations to explain the responsibilities of the oversight body this week and insisted it was a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the extraordinary progress that's been made might evaporate rapidly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we need to continue the progress.

"Substantial financial resources flowing into the game and has come into football for the past two decades, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the success and growth as an financial organization of the elite league.

"As someone who appreciates the concern of undermining the top flight as an elite competition of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a considerable comfort."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in recent years.

The 68-year-old provided financial support for Culture Secretary the minister's leadership bid, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I am no longer involved in any form of political activity."
